Exposing the Monopoly: Legal and Financial Filings Hit The Guidance Center and NARBHA

Accountability Initiated: Regulatory Filings Against The Guidance Center and NARBHA

In 2024 and 2025 I documented civil rights violations, serious breaches of ethics, and trauma-informed care failures at The Guidance Center in Flagstaff, Arizona and its parent organization, the Northern Arizona Regional Behavioral Health Authority (NARBHA).

On July 10, 2026, I filed complaints with the Arizona Attorney General’s Office, the IRS, and SAMHSA against The Guidance Center and NARBHA. The complaints allege financial mismanagement, excessive leadership compensation and raises during a year when the organization ran a $500,000 deficit — alongside the civil rights abuses and ethical breaches I personally experienced. The filings also point to a direct conflict of interest between The Guidance Center and NARBHA, and the clear behavioral health monopoly both organizations hold over several types of services in the Flagstaff, Arizona region.

I have also filed a whistleblower complaint with the IRS requesting a review of their Form 990 filings. My findings were additionally submitted to SAMHSA — a primary funder of The Guidance Center — as a summary of documented misconduct.

An effort to add financial pressure to this accountability push will be revealed no later than July 14. I sincerely hope this results in a genuine investigation into The Guidance Center and NARBHA — and that some limits are finally set on the level of impunity with which they have operated.
