I remain deeply concerned about the Flagstaff Shelter / TGC / James Wurgler Endowment Fund project.

To recap — the program sends The Guidance Center (TGC) employees into the Huntington Drive shelter to identify people they can funnel into TGC beds, chairs, and the SARP program. The inpatient and “chairs” program generates significantly higher revenue for The Guidance Center — the better to support those excessive executive salaries I have already documented.

Meanwhile, TGC hasn’t posted an open job listing for case managers or therapists in a long time — a strong indicator that they are shifting toward the more lucrative end of their service model.

While TGC claims these are “educated and licensed” professionals, I have received no answers whatsoever as to what type of education, training, or licensing these individuals actually hold.

Frankly, I suspect they are untrained Behavioral Health Techs with a driver’s license.

There is a clear pipeline here — from the Huntington Drive shelter, through TGC, and possibly into permanent hospital placements — that would be incredibly lucrative for The Guidance Center, and potentially devastating for unhoused people with limited resources and limited options. This is now a long-term focus for Between Trust and Trauma.

Where Things Stand

Last week I sent messages to NAU Internal Audits and IRB asking them to examine the ethics of this setup. I have not received a timely response. Their deadline is tomorrow, Thursday, 08/20/2026, by end of business.

Friday morning I plan to file a complaint with the Arizona Department of Health Services (ADHS) against The Guidance Center. I also plan to file with ABOR and the federal Office for Human Research Protections (OHRP) against NAU.

I am hoping that oversight will actually look at this. Otherwise, I will have a very busy fall and winter gathering data.
