On August 3, 2026, Flagstaff Shelter Services, the James Wurgler MD Endowed Chair at NAU, and The Guidance Center announced a collaborative behavioral health program targeting unhoused residents at Flagstaff’s Huntington Drive shelter. The stated goal is connecting shelter residents to treatment at The Guidance Center.

Between Trust and Trauma has serious concerns about the ethics, consent practices, financial conflicts, and civil rights implications of this program. The following three open letters have been submitted to:

  • The Guidance Center
  • The NARBHA Institute
  • Flagstaff Shelter Services
  • The James Wurgler MD Endowed Chair / NAU
  • NAU Ethics & Institutional Review Board
  • NAU Office of Internal Audit

A formal response is expected by August 20, 2026. All responses will be published here in full. Apparently both NAU and TGC are afraid of answering my questions – making me think that my concern is real, and this is nothing but a dragnet for TGC to force vulnerable people into expensive beds and chairs, whether it is medically necessary or not.

8/21/26 – Complaint Filed with ADHS
8/21/26 – Complaint Filed with Arizona Board of Regents (This was denied to be investigated).
8/22/26 – Freedom of Information Act for records filed with NAU. I set an deadline for response on 9/22/26, and on 9/17/26 I still have not heard anything. It will then be forwarded to the Arizona Ombudsman.
